Bundled Projects Pilot Program

As part of Los Angeles County’s rebuilding response to the 2025 Eaton and Palisades fires, Public Works is launching a Bundled Projects Pilot Program to help streamline the rebuilding process for unincorporated area fire-impacted communities.

What is a Bundled Project?

A bundled project allows developers to group multiple rebuilding projects within the same community—such as single-family homes and accessory dwelling units (ADUs)—into one coordinated submittal for streamlined review and approval.

Even if the lots are not adjacent, plans can be reviewed together by assigned lead reviewers across departments – provided the design team is the same for each design. This will ensure consistent and efficient plan checks for zoning and building code compliance.

Each parcel will still require its own application and review for documentation and to address site-specific details such as grading, utilities, and access.

  • Dedicated lead reviewers assigned from each permitting department for consistency
  • Simultaneous plan reviews and permit issuance for multiple sites (to the extent possible)
  • Coordinated construction sequencing, saving time across multiple rebuilds
  • Potential cost savings from bulk construction activities
  • Accelerated delivery of housing for affected property owners

For Developers

Developers working on rebuilds in the Eaton and Palisades fire areas can propose bundled projects for review. This approach enables simultaneous plan reviews and for multiple clients, while allowing construction to be planned and scheduled more efficiently.
