Supported by the American Rescue Plan, the County has implemented a range of programs to aid in the recovery from the COVID-19 pandemic, including job placement services, financial coaching, and healthy food options for those in need. For youth and teens, the County is providing access to modern technologies, job training, and work experience through initiatives like Delete the Divide, Youth@Work, and Library Park and Connect Programs. LA County’s Job and Financial Support Programs
The County of Los Angeles understands the challenges that unemployed and underemployed individuals faced during the COVID-19 pandemic. To help those still in need, the County has implemented a variety of programs aimed at providing job placement, financial coaching, and wraparound services to support individuals as they train for and secure employment. Through partnerships with community-based organizations, labor unions, and educational institutions, the Pandemic Recovery Rapid Reemployment program is targeting recovery-focused industries to help people get back to work quickly. The High Road Training Partnerships program is expanding and building new pre-apprenticeships and apprenticeships in areas like healthcare, advanced manufacturing, construction, and information technology. Additionally, the Job Programs for Reentry Populations are providing job placement programming for individuals returning from serving sentences in jail or prison, with a focus on women and the LGBTQI+ community. With these programs and more, the County of Los Angeles is working to support job seekers in its community, particularly those who have been historically disadvantaged.

The County of Los Angeles recognizes the significant impact the COVID-19 pandemic has had on small businesses, particularly those in historically disadvantaged communities. To support small business owners, the County has implemented a variety of programs aimed at providing economic opportunity grants, mentorship, and technical assistance. Through the Small Business Grants program, the County is providing direct grants to small businesses and microentrepreneurs, including veteran-owned businesses and disadvantaged businesses.
