Notice of Public Hearing
NOTICE IS HEREBY GIVEN that the Public Financing Authority of the Altadena Wildfire Recovery Infrastructure Financing District (the “District”) will hold a public meeting at 10:00 a.m. on Monday, December 15, 2025, to consider the following item:
PUBLIC MEETING TO CONSIDER THE ADOPTION OF THE ALTADENA WILDFIRE RECOVERY INFRASTRUCTURE FINANCING DISTRICT INFRASTRUCTURE FINANCING PLAN (IFP), OR TERMINATE THE PROCEEDINGS
Los Angeles County has initiated a process to establish a District in the Unincorporated Altadena area that will encompass approximately 6,994 acres of land. Once established, a portion of the incremental property taxes that Los Angeles County receives from taxable properties located within the proposed District would be allocated towards approximately $2 billion of infrastructure projects listed in the Infrastructure Financing Plan (IFP). This is not a new tax; the approval of the Altadena District will not result in an increase in property taxes or fees.
This project is exempt from environmental review per Sections 15378(b)(4) and 15061(b)(3) of the California Environmental Quality Act. No further environmental review is required at this time.
The Public Meeting is scheduled for Monday, December 15, 2025 in Room 374A at the Kennth Hahn Hall of Administration, 500 W. Temple St., Los Angeles, CA 90012.

Any member of the public may provide written comment before the hearing via the internet by using the “Submit Public Comment” form below; or Comments may be emailed to commserv@bos.lacounty.gov by 5:00 pm on December 12, 2025; or provide comment during the hearing via the online link above. It is at this time and location that any landowners and residents in the area who are at least 18 years of age having any objections to the proposed IFP, or the regularity of any of the prior proceedings, may appear before the Public Financing Authority and object to the adoption of the proposed plan by the Public Financing Authority. Each resident and owner of land within the EIFD has the right to submit an oral or written protest before the close of the public meeting. The protest may state that the landowner or resident objects to the PFA taking action to implement the IFP. Comments received shall become part of the official record.
Pursuant to Government Code Section 65009 (b), if this matter is subsequently challenged in Court, the challenge may be limited to issues raised at the public meeting described in this notice or in correspondence delivered to the County of Los Angeles at, or prior to, the public meeting.
